"The Journal Of The Brazilian Chemical Society embraces all aspects of chemistry except education, philosophy and history of chemistry. It is a medium for reporting selected original and significant contributions to new chemical knowledge. The journal publishes Articles, Communications , Short Reports, Reviews and Letters"(http://jbcs.sbq.org.br/about/index.php) Undoubtedly the JBCS is the most important Brazilian Chemistry journal, mainly because its issues are published in English. Thus their paper have the strongest influence among the other Brazilian chemistry journals.

High quality calculations using free software, is it possible?

Why not? One of the best free alternatives is the General Atomic and Molecular Electronic Structure System (GAMESS). The original code of GAMESS split in 1981, now the three versions differ considerably, GAMESS-US, GAMESS-UK and PC-GAMESS (firefly). Although its manual and its interface is not so friendly as the famous GAUSSIAN.  My personal experience using GAMESS program was at first not so good, I realized I would have to study more about quantum theory, which ended up not being so bad for me at all. One of the strongest GAMESS's features is to give us more control of the job as GAUSSIAN does.
